Physical Therapist Level II – 142 nd Wing, Portland, OR
Scope : The contractor shall provide all services, personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform injury prevention and mitigation, rehabilitation exercise services, and human performance optimization services to rated personnel assigned to the 142d Wing (142 WG), Portland, OR, USA, as part of the Human Performance Optimization (HPO) Optimizing the Human Weapons System (OHWS) initiative. The Contractor shall furnish consultation and reports, similar to the range of services found in a commercial facility, as well as services specialized to meet the specific spinal health needs of fighter aircrew. Contractor shall adhere to professional standards of the Accreditation Association for Ambulatory Health Care (AAAHC). Background : Up to 85% of fighter aircrew surveyed reported some type of spine discomfort during their career. According to a study performed by the Unites States Air Force School of Aerospace Medicine, neck pain is a significant factor impacting fighter aircrew performance and quality of life, and rates of injury have increased over the years. The Optimizing Human Weapon System, OHWS initiative is designed to improve quality of life and readiness by decreasing injury rates, most notably for the high rate of spine injuries incurred by fighter aircrew. OHWS is designed to meet the unique physical needs of fighter aircrew. Fitness and conditioning is accomplished through a comprehensive, coordinated, multidisciplinary physical training program focused on the movement and strengthening of the spinal musculoskeletal system. The purpose of providing the services of an OHWS specialist to our rated aircrew is to reduce frequency and severity of injuries and time lost from service, improve long term quality of life, optimize human performance/ readiness, avoid injury prior to occurrence, increase aircrew production, and support aircrew retention. Period of Performance (PoP ) : The Period of Performance shall be 1 year, twelve (12) months. Place of Performance : Place and Performance of Services: Services will be provided by the contractor in government facilities located at the 142 WG. Workspace has been designated for the contractor’s use in Building 265. The contractor’s allocated workspace may be subject to change. Required changes will be made in writing to the contractor by the Government. Schedule : Full Time : The contractor shall provide “Full Time” services defined as 0630 AM to 3:30 PM during normal duty days as annotated on the 142 WG’s annul M-1 Order. During Regularly Scheduled Drills (RSDs) contractor services will be provided from 7:00AM to 3:00PM. Exception to these days and times may occur on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. On scheduled night flying weeks, the contractor shall adjust work hours to match the flying schedule, but will not be in exceed a 9-hour day. The 142 WG will provide at least two weeks’ notice requiring a change to the standard operating hours Recognized Holidays : The following are recognized United States (US) holidays. The contractor shall not perform services on these days:
The contractor will be given a list of 142 WG members authorized for contractor services. The contractor will primarily provide pre-habilitation services for aircrew in a flying status. On a time available basis other 142 WG members may be treated by the contractor, treatments of non-aircrew will not interfere with aircrew scheduling or treatment.
Strength / Conditioning and Pre- habilitation Status Report :
Contractor shall continually record all members’ attended sessions and progress using standard commercial methods/practices and documentation on PII compliant ER. Contractor shall provide chart notes, for program services provided, at the flight medicine practitioner’s discretion. NLT the last business day of each month, the contractor shall produce a status report, marked CUI to the COR. Mandatory Requirements : 5+ years of experience as a Physical Therapist in collegiate (or higher), professional, or tactical athletics; aerospace industry, test pilot/astronaut or similar man-machine high-performance environment. Doctor of Physical Therapy degree from a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited program. Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED)Training.
